The French public service employed 5.67 million civil servants on December 31, 2021, representing almost 1 in 5 jobs. It is divided into 3 parts: the state civil service (essentially administrative activities; 44% of public employment), the territorial civil service (including local-authority employers; 34% of public employment), and the hospital civil service (21% of public employment) [24]. The French public service is particularly interesting to study for a number of reasons.

Validation and Refinement of the Sense of Coherence Scale for a French Population: Observational Study

The questionnaire has been translated into several languages, including French. However, to our knowledge, the French version did not go through validation procedures. A relatively old population-based study evaluated a French version of the SOC-13 scale modified by the authors [6]. This questionnaire (not provided in their article) showed satisfactory internal consistency but only for the unidimensional model, whereas the validity was insufficient.

The COVID-19 pandemic has affected the operations of Francophone postsecondary institutions, the latter being at the forefront of the vitality and resilience of the French community in a linguistic minority context. As a constitutionally bilingual country, the education system should normally follow that requirement. Francophone students, in English Canada, may study in their first language at postsecondary institutions and vice versa.

It is worth mentioning that the same law stipulates that the language of operation of Horizon Health Network is English, whereas it is French for the Vitalité Health Network. In France, the mental health of French adults deteriorated between 2015 and 2020, partly because of the COVID-19 crisis, as indicated by a longitudinal study of adults [12]. French adults were more affected by depressive or anxiety symptoms. In addition, in recent years, the number of workers reporting complaints of severe stress has increased. Thus, stress is one of the most common occupational health problems.
